Detailed planning application submitted by Clarion Housing Group for the Barne Barton Regeneration Project

The site is currently occupied by 228 identical two-bed flats arranged in 28 three storey blocks. The existing flats once formed part of the largest Naval estate in the country but are now in need of regeneration. Plans have been submitted to transform the estate from all flats to a mixture of flats, houses and community spaces that create a sustainable and vibrant place to live within accommodation that better suits the current housing needs.

The new Barne Barton estate will have a completely different outlook with views towards the Tamar Estuary, and a series of people friendly spaces whilst still being designed to fit in with the surrounding areas. Key to this is establishing a physical connection between the new homes and the streets that serve them through a different approach to managing the extremely challenging topography. The proposals also include the introduction of new pedestrian priority shared space streets to minimise the speed and dominance of vehicular traffic, increase the attractiveness of sustainable modes of travel and promote social interaction.

The proposals have been developed over a 2-year period and have been shaped following extensive consultation with existing residents of the estate, the wider Barne Barton community and officers of Plymouth City Council. Working closely with Clifton Emery Design (who developed the site wide masterplan and landscaping strategy) Alex led AWP’s input to the project including technical advice on accessibility for pedestrians and vehicles, waste collection and emergency access, parking provision, street dimensions/character types and highway adoptability. We also completed the Transport Statement and Framework Travel Plan that accompanied the planning application, and provided support to the client’s public engagement and consultation programme.
