We were appointed by a client to provide transport planning support for a retrospective application for a change of use to self and commercial storage, external vehicle storage, associated office and ancillary business space, boxing gym and beauty therapy. A previous planning application for the scheme was refused by Plymouth City Council on highways grounds prior to our involvement.

We were tasked with reviewing Plymouth Highways various objections based on traffic generation and inadequate parking provision. Once these were understood we were able to work collaboratively over several months with the client and the highways officer as part of pre-app discussions to agree a new scope of work that could be undertaken to address the concerns raised.

Parking and travel surveys were carried out at the site to understand the baseline situation, and from that we were able to provide compelling evidence demonstrating to the highways officer that the development proposals meet the transport requirements of both national and local policy, and therefore that the original objections were unwarranted. An Addendum Transport Assessment was prepared to pull together the new information and this was accepted by the highways officer. Consequently, the scheme was granted planning approval by delegated decision in March 2025.

Our input was led by Craig and Ceri within our Transport Planning Team.
